Question for Rescues

A serious question here
Why do some long standing rescues still not neuter and vacs as standard? Years back a few said because they were new and needed to get established but still see some that have been going quite a while not doing this.
Don't you worry about homing out un neutered animals as once they have left you there is no way you can insist on neutering?
Asking as have been asked to take 3 rabbits adopted from PAH 2nd hand section..both given neutering vouchers yet still both were then used for breeding, so got me thinking

We don’t Rehome but still neuter and vaccinate.
I see vaccinations as the most important thing to do initially, then neutering.
I see neutering especially important for females to avoid the risk of uterine cancer, in our situation. If rehoming, it would be to avoid the risk of pregnancies.
